It attempts to paint the 'claim' regarding the suit as rampant speculation among RIAA pundits that leads to this figure, and by 'playing coy,' it makes it sound as if it has yet to decide on a dollar amount per track it is seeking in damages from the Russian music service. Why the RIAA is suddenly backpedaling is unknown; the only certainty is that the RIAA would definitely love to see AllofMP3.com gone.
The only other noteworthy piece of information is that we discover that the actual percentage for royalties being paid to ROMS is 15%. Otherwise, the above article is a curious aberration in the RIAA's behavior.
